About us:
Centre for Communicable Diseases and AIDS
The Centre for Communicable Diseases and AIDS (hereafter: the Centre) is a governmental institution budgeted from the State Budget, and subordinate
to the Ministry of Health. The Centre was established on October 1, 2009 by the reorganization of two previous institutions:
Lithuanian AIDS Centre and Centre for Prevention and Control of Communicalbe Diseases.
Mission of the Centre is to organise and implement prevention and management of communicalbe diseases to reduce morbidity,
mortality and disability of citizens of Lithuania. Realizing its mission, the Centre follows political guideline of Seimas of the Republic of Lithuania,
Government of the Republic of Lithuania, Ministry of Health of the Republic of Lithuania, Institutions of the European Union, World Health Organisation.
Objectives of the Centre
• implements the National policy of prevention and management of communicable diseases;
• organizes and implements epidemiological surveillance of communicable diseases;
• organizes and coordinates vaccination of population of the Republic of Lithuania;
• administers the National Informational System;
• provides individual (laboratory diagnostics and immunoprohylaxis) and public health care;
• works in the field of non-formal education.

Divisions of the Centre
Work Organization Division
Ensures work organization of the Centre and performs other functions.

Finance Division
Organizes and manages financial accounting of the Centre and performs other funtions following the legislation of the Republic of Lithuania.

Epidemiological Surveillance Division
Organizes epidemiological surveillance of communicable diseases in Lithuania to prevent uprise, import and outspread of communicable diseases that spread via food,
water, environment; zoonoos; rare, but especially dangerous infections, nosocomial infections, parasitosis, and diseases spread by arthropods.
Ensures management of the above mentioned diseases in the Republic of Lithuania. Within competence, coordinates and systematically manages activity of Public Health
Service Institutions in the spheres of epidemiological surveillance of communicable diseases, application of anti – epidemic means in the clusters of communicable diseases,
epidemiologic and entomologic monitoring, epidemiologic analysis and prognosis; provides organizational, methodical and consulting assistance for
Public Health Service Institutions in the field of epidemiological surveillance and controll of communicable diseases and iradication of the clusters of these diseases.
Prepares annual summaries of statistical report forms, epidemiological analysis of communicable diseases, estimates tendencies and reasons of morbidity.
Systematically manages and participates in the coordination of the activity of institutions, performing compulsory prophylactic removal of detrimental environmental
factors (dezinfection, dezinsection and deratization) in the field of communicable diseases; performs other functions.

Immunoprophylaxis Division
Organises and coordinates vaccination of the population of the Republic of Lithuania. Methodologically manages institutions that execute vaccination on tactics of
immunoprophylaxis, techniques of vaccination, and other realted issues. Analyses coverage of prophylactic vaccination of children, executes epidemiological
surveillance and controll of communicable diseases managed by vaccination (poliomyelitis, diphtheria, pertussis, tetanus, measles, mumps, rubella, influenza,
meningococcal infection, infectional meningitis and others). Within competence, organizes and coordinates public health education and health training on
immunoprophylaxis issues, provides methodological assistance for the executors of the above mentioned activity. According to the legislation, provides institutions
executing vaccination with vaccines and syringes (in accordance with the applications of institutions executing National Immunization Programme, distributes vaccines
and syringes) and performs other functions.

HIV/AIDS and Sexually Transmitted Infections (STI) Epidemiological Surveillance Division
Organizes and manages epidemiologic surveillance of HIV/AIDS and STI in Lithuania to prevent their uprise and outspread and to ensure management of these diseases
(infections) in the country.
Within competence, coordinates and methodically manages public health service institutions in the sphere of epidemiological surveillance of HIV/AIDS and STI, second
generation of HIV surveillance, methodically consults on the issues of anti-epidemic means, and performs other functions.
Coordinates and methodically manages activity of public health service institutions on HIV/AIDS/STI epidemiological surveillance, monitoring, analysis and epidemiological prognosis,
provides organisational, methodological assistance for the public health service institutions in the field of HIV/AIDS/STI epidemiological surveillance and controll.
According to the legislation, collects, analyses HIV/AIDS and STI morbidity of population of Lithuania, executes registration and accounting of HIV infected population
(administers HIV/AIDS/STI database); systematically manages collection of information about HIV/AIDS and STI.
Within competence, participates in the preparation of legislation projects on HIV/AIDS and LPI prevention, prepares methodologies, rules and recommendations;
within competence participates in the preparation and implementation of state health and prevention programmes.
Within competence cooperates with EU experts, EU institutions, European networks for epidemiological surveillance of communicable diseases, WHO and corresponding
institutions in other foreign working in the field of HIV/AIDS/STI prevention and management.

Laboratory
The Laboratory of the Centre for Communicable Diseases and AIDS is the only virological laboratory in the Health System of the Republic of Lithuania that performs complex
virological tests to detect various pathogenic viruses.
The Laboratory methodologically manages laboratories of personal and public health system institutions that perform virological, serological and laboratory tests
of sexually transmitted infections (STI), necessary for diagnostics and epidemiological surveillance of these diseases. Gives consultations on the taking and
transportation of samples in cases of unclear virus infections. The Laboratory performs screenning and confirmation tests for diagnosis of HIV, hepatitis, influenza
and other infections.
The Laboratory performs tests for prevention, diagnosis and surveillance of other, non-infectional diseases, such as cancer, vascular diseases and
others.

Information Technologies Division
In accordance with the legislation, registers communicable diseases cases and agents thereof, administers, analyses and accumulates data about morbidity of the population
of the Republic of Lithuania and agents of diseases (administers National Information System for communicable diseases and agents thereof). In accordance with the legislation,
prepares statistical report forms about morbidity in communicable diseases, information about agents of communicable diseases, based on the data provided by laboratories
of personal and public healthcare system institutions and provides public data (modular, statistical) for national and international institutions.

Education and Communication Division
Informs and educates society on the issues related with the prevention of communicable diseases and AIDS. Within competence,
prepares and provides information for society and press about the State policy of prevention and management, epidemiological surveillance and immunoprophylaxis
of communicable diseases.

General Affairs and Maintenance Division
In accordance with the legislation, organises and coordinates general affairs of the Centre of Communicable Diseases and AIDS (hereafter he Centre),
prepare appropriate work conditions for the employees of the Centre, equips Structuras Divisions of the Centre with long and short term and tangible and intangible
assets and performs other functions. In the Vaccine Store stores vaccines that are distributed for the Lithuanian Public Health Service Institutions that perform vaccination
of population
